The Prisoner Of War Missing In Action flag was created to show devoted respect to all US military personnel taken as prisoners of war or who have been listed as missing in action. The POW/MIA flag was recognized by Congress as part of a response to the Vietnam War POW/MIA issue. Newt Heisley of The National League of Families is credited with creating the flag which was developed and widely accepted with the help of Evelyn Grubb, the wife of a prisoner of war. The bust of Jeffery Heisley is set in the foreground representing all prisoners held captive in conflicts. A guarded watch tower and segment of fencing are clearly visible behind the silhouette of the man. Acronyms POW and MIA sit above the cameo and the words, "You are not Forgotten” appear under the central image. This is another flag that has gone through many iterations and had its colors changed out over time before this final design was established.
